Located in the lower level of Oakland University's Pawley Hall in a state-of-the-art facility designed by teachers, the Lowry Center for Early Childhood Education provides young children with an exemplary education in a caring, nurturing environment. As an NAEYC Accredited school, Lowry consistently meets and exceeds the rigorous requirements for accreditation. All lead teachers have at least a master's degree and assistant teachers have a bachelor's degree, at minimum. All teachers participate in continuing education and classroom helpers are almost all OU students completing degrees in education.

Though Lowry has only been in Pawley Hall since 2002, the preschool has been in operation in Rochester Hills since the late 1960's. It prides itself not only in its project-based curriculum, cutting-edge facilities and experienced staff members, but also in its community involvement and close-knit community feel. Lowry also offers tuition assistance for low-income families with CCAMPIS (Child Care Access Means Parents In School), which provides tuition discounts of up to 85 percent and GSRP (Great Start Readiness Program), which provides up to four free days of pre-kindergarten for families who meet certain eligibility requirements.

Lowry offers full-day and half-day programs for toddlers, young pre-schoolers, pre-schoolers and pre-kindergarteners, from 18 months through five years old. They also offer before and after care from 7:30am - 9am and from 4pm - 5:30pm for an additional fee.
