Second Rochester Hills Taco Bell Looks to Take Over Walton Parking Lot

The fast-food restaurant would be a short walk from Rochester High School.

 

Your late-night Chalupa cravings are about to be fulfilled, Rochester.

Taco Bell is looking to build a second Rochester Hills location, near the Mobil gas station on the corner of Walton Boulevard and Livernois Road. The site is an empty parking lot that's less than a five-minute walk from Rochester High School, near Panera Bread.

There are 5,600 Taco Bell restaurants worldwide; the chain started in 1964 in California. The nearest Taco Bells to this proposed location are on Rochester Road near Target in Rochester Hills and on Opdyke Road in Auburn Hills.

The fast food restaurant has submitted a site plan to the Rochester Hills Planning Commission, which reviewed it at a meeting earlier this month.

According to city Planning and Economic Development Director Ed Anzek, planning commissioners asked restaurant representatives to explore options for better pedestrian accessibility to and near the site. Commissioners also expressed concerns about traffic flow.

If the site plan is approved, Taco Bell would also need a Conditional Land Use permit from City Council; drive-thru restaurants require this type of permit in the city.

Taco Bell will likely be on the Planning Commission's April 17 agenda, Anzek said. From there, it would go to City Council.

According to a report accompanying the site plan, if approved, the restaurant would be built starting this summer with an opening planned for late fall.

Fans of Rochester Patch's Facebook page were quick to react on Thursday night to news of the proposed restaurant. Most were excited about another Taco Bell coming to town.

"I think that would be the ideal location for Taco Bell, easy in and easy out and they will make a killing with RHS right there and all the activities that go on at that school," posted Mandy Witty-Kerre.

Others expressed concerns about whether the town needed another fast-food restaurant and about the possible traffic jams this drive-through would create.

"Could make for some interesting traffic jams if the cars will be wrapped around the building like the one on Rochester Rd.," posted Christine Murray.

Strange choice of location. I understand that Walton has more traffic but why would they want to sqeeze into that location between the entrance ramp and the gas station? Turning into to Kroger is already a nightmare between cars turning left into Buffalo Wild Wings and turning left to Kroger and Panera. I've had a few close calls getting into the left turn lane. If they are going to appeal to the high school students, build it on the former Big Boys lot, directly across from the school where there is plenty of space.

I agree with David. Traffic flow-wise it would make more sense to use the former Big Boy lot. My only concern would be that there is no crosswalk there and I can see the kids crossing, not paying attention and getting hit by a car.

SECTION 138-4.438 Restaurant, Drive-In or Drive-Through

A) The minimum lot area shall be one acre, exclusive of existing public road right-of-way, and a minimum lot width of 150 feet at a required building setback line shall be provided. When the restaurant or other establishment is not on a separately owned lot, but is part of a larger development, such as but not limited to a shopping center, the area to be developed for the restaurant or other establishment shall meet these requirements.

B) The site shall directly abut a major thoroughfare of 120 feet or greater as indicated on the City master thoroughfare plan.

C) The location and design of driveways providing vehicular ingress to and egress from the site shall promote safety and convenience of vehicular and pedestrian traffic both within the site and on adjoining streets.

D) On-site vehicle and pedestrian traffic circulation shall be provided in a manner that ensures safety and efficiency.

E) Vehicle stacking spaces shall be provided as follows:

1. A minimum of ten stacking spaces shall be provided. Stacking spaces shall have a minimum length of 18 feet and a minimum width of 10 feet.

2. The lane containing the queuing spaces shall be separate and distinct from other access drives and maneuvering lanes for parking spaces. The queuing space lane shall have a clear width of ten feet and shall be physically separated from access drives, maneuvering lanes and parking spaces with a landscaped area five feet wide with raised curbs on all sides.

F) Buffering shall be provided to prevent headlight glare from shining directly onto adjacent properties or a public or private street.

note: this location is big enough to support a drive-through restaurant?... yes the parcel is 1.002 acres so I don't think there going to have to ask our city council for major land and setback variances to make it work? An ingress and egress easement looks like they can't put a driveway on to Walton Blvd. to close to other driveways... so all traffic will have to come in from the existing strip mall. But there is not enough on site parking so you will also have to park in front of Kroger sometimes instead... unfortunately all legal... and the only way they can make the garbage dumpsters work in to put them in the front yard of the new restaurant. I'm sure money had to play a roll in picking the location... old Big Boy location two expensive and these types of restaurants are prefab and come on a truck so they would have to tear down the old building first. I did bust out my ruler and measured this site is narrow and smaller than Wendy's across the street.

Thanks for the update regarding the Big Boy site; the old building is already gone. We shop a lot at that Kroger Store but never make it down to the other end of the strip mall. Also in the planning commission minutes I read there are two different property owners and the old Big Boy site may not want to sell.

note: there is a strong market to support two Toco Bell's in Rochester Hills; the one on the southeast side of town gross sales are in the top 1% in North America. High School traffic revenue will only shift to the new restaurant and hurt existing revenue from others in the immediate area.

As a former member of the city council and the planning commission; if the applicant can comply to all zoning ordinances you legally would have to vote yes... but if they need a variance ... bend the rules, I would think twice and properly vote no... as much as I would love our community to have a Toco Bell on both sides of town... you would think...? Tienken and Rochester Rd. would be a better location? After reviewing the minutes from planning all looks legal... but this is a classic example of putting five pounds of coffee in a one pound bag.

Why not build a Taco Bell by the Marketplace Meijer/Wal-Mart. There are no fast food restaurants in that area and there is plenty of space there. Those of us in that corner of Rochester Hills have been waiting for a Taco Bell to serve our area. The Rochester Hills area doesn't end at Livernois. The closest Taco Bell is Rochester Rd and Auburn or Opdyke & South Blvd. Neither are very convenient for the Auburn/Adams Rd area of Rochester Hills. There are store spaces sitting empty in the development. Why not make use of the existing land that was torn up and wildlife was dislocated because a developer decided to put up a shopping center that is currently partially vacant ??? Downtown Rochester has plenty of restaurants/fast food - what about the outer areas of Rochester Hills? The residents in the area would love to have other fast food options available and there is exiting space availble to meet those needs. Please consider this area when determining the location of a future Taco Bell and other fast food restaurants. Thank you for your consideration.

IF Taco Bell comes into the proposed area, there will be even more high school students running across the road-not using the lights and creating an even more dangerous situation for the traffic already heavy in that area with far too many entrances and egresses. I don't think that is a suitable location. That area will never be re-visited to alter with a more traffic calming design. That entire area is a mess. It seriously needs to be looked at and cleaned up. Taco Bell is not the answer.

Ugh, that would be a mess of a location. I agree that there needs to be a taco bell in that vicinity having lived and worked in the area for 3 years it was always a total pain to get to a taco bell from downtown rochester but there are many more suitable locations. What about Rochester Rd and Teinken? Or even across the street from where they are planning near the buffalo wild wings? It just sounds to me like it is going to make traffic even worse in that area because there is no good way to get to that parking lot. I feel like I'm going to die when turning left into the strip every time I do it and it would only get worse with this addition. Bad location, just my thoiughts.
